In the terrain editor click and drag the top circle to change the size of the brush.

THe second one changes the fuzziness.

Sharpened brush is next one down then paint flow then elevation and finally resolution.

But the paint tools really are lousy in the terrain editor. 'Improved paint tools in terrain editor' is the request I put in the Bryce suggestions thread on the Daz site. It helps a bit if you increase the size of the terrain canvas (little black arrow top right corner of the terrain, then Set Preview Size), I bring it up to 768x768, and increase the grid resolution to about 512. The 'brush' seems to be more controllable then. When you've finished painting you can increase the grid resolution again if you like. The other option is to do your painting in an image editor, where you can use all the filters, blurs etc., then bring it in to the terrain editor when you're satisfied with it. You can, supposedly, use plugins from an image editor in both the Filters tab, and in the texture area, but I've never succeeded in getting that to work. Hope that helps rather than confuses!
