Subject: Underwater scene help, please

Could any of you experts out there help me with a scene I'd like to play with. I'm trying to create an underwater scene but I want the view to be half underwater and half out of it, if that makes sense, but i have no idea how to do it, I've tried playing with the camera, but that's not working. I searched all the tutorials I know of but can't find what I'm looking for and I know it is possible because I've seen it before. Thanks in advance for any help you may provide!
