in photoshop, resize your image within the 200X200 pixel limit, go to File>Save for Web, then choose the image quality & file size from there, saving as a different file name then the larger image :]

Using the crop tool set the two boxes to a value i.e. 200px and 133px and right click and drag the crop tool over the image until you get the thumb you like the look of and double click in the crop area and your done, then select save for web from the file menu.

Also- when resizing & saving for web- don't forget to adjust the "quality slider" when saving the jpeg to keep the file size less than 15K.

If you guys have Photoshop CS and you do lots of thumbnails, then I strongly recommend you head over to the above site. Russel Brown (aka Dr. Brown) has some great, free script files for CS. "Dr. Brown's Image Processor" is fantastic for doing large conversions of files to other formats and/or to different sizes.

What I really love is that I can enter in a width and height of 150 it will automatically make the longest side of the image 150 while keeping the shorter side proportionally correct and all within Photoshop. Quick and easy and free. It's what I use to create thumbnails for my website. Don't even want to think about doing 100 or 200 thumbnails by hand.

He has quite a few free scripts/tools and dozens of video tutorials. Great site.

I shall just add that a good thumbnail isn't necessarily the whole image. But that's a whole different issue.
