These are plastic crowd control barriers. (Don't get distracted and ask where I got em). They separate people with opposite views.... i.e. protesters and police, pollies & people &c. Well one is an albino.... an opposite!

Well OK... I found them stashed behind a shed... they also use them to divert cars when they are doing roadwork. You fill their little mouth with water or sand. I think What Tedz was talking about was a 'bundling board'...although...?????
