sorry i asked my question wrong which program do i need to create wavefront objects? please help me

Nearly each 3D-application is able to export obj files.

Wings 3D is a good one that's free and easy for beginers.

If you just want to make the legs shorter in a clothing item or remove them then you can make a transparency map to do that, so you don`t have to remake the mesh.
