Maybe one of these could pass for a sea otter? I've not used this product, so I can't vouch for it.

Sorry for the crappy render, I know this is a sea lion and not an otter but she would probably get you what you need at a fair price. Mind you this was modeled in the early poser 4 days. Marque

for somthing "very close" you could just use the DAZ sea dragon and say it's a very very very very old sea otter?

The closest thing I've seen is the aeon ferret at poserpros. There's also a small pack of skins for it there. GLC
