Subject: scan lines ????

hi all wondered if anyone could help please ??? how do i go about producing scan lines over an image ??? i want to create what looks like a giant billboard (similar to those in the film blade runner) using pscs2. many thanks for any help offered

You can also use Filter > Sketch > Halftone Pattern (Pattern Type: Line) on a white-filled layer then tinker with the opacity and blend mode.
