The 2 things are completely different. I know some people make dynamic clothing in Poser, but it's not something a new user to Poser would get into. As for making your own figures, you will need a modeling program like 3D Studio Max (or something else).
Best to learn the basics of poser such as how to get figures into the pose window, dress them, add hair, do lighting, pose and then render. Just that itself is a whole lot to learn in Poser. Then there is the material room and the cloth room and the set up rooms, which are other elements you will want to learn, and will take you more than 1 hour to learn it all. They are quite advanced rooms.
Better to learn to crawl then walk before trying to run.

I'll say thanks for the links also. While I am not new to 3D, I am new to POSER and love it. Been working at designing some clothes myself and found it more of a challenge than first thought, so hopefully I can get some more info from your links, thanks.

Hello I am new all of this been want to learn for about a year now but did not have the time to sit down. Now I do and I have so much flowing in my head it is hurting to get out.. The characters I have well take along time make but I am looking forwarded to doing it... But I need help with what programs are good for making clothing and easy to use but with great textures and looks real. Can anyone help me with this Thanks
