no is not a decoration, because i see a mechanism with gears... I think too at a key of one limp with music for child....or or the lower part of an old sewing machine....

I don't know, is very difficult :lol:

Hmmm....... Looks like a cobblers sanding wheel for shoe and boot repair or a polisher for the same....maybe....

Here you go, it's an antique sewing machine (a Weir, to be precise). You were looking at the machine head with part of the gears for the handcrank mechanism.
