It looks like it was painted..you might try a painted texture and play with the lighting

Overpaint a render using 'natural' drawing and painting software. Or use layers in Photoshop and different brushes. A magazine called Imagine FS often has tutorials that show you how to do this.

Corel Painter Classic is bundled in with some Wacom tablets. That gives a nice painterly effect as well.

Yeah but the efrontier sites says is a poser effects.
