Cool. There's a python script "animateTrans.py" in my Mac version of ProPack (Runtime/Python/PoserScripts/RenderControl) that that I haven't tried out yet, but it says in the comments that it will iterate over all the figures in the scene and animate the transparency over the frame range and then render each frame and save to a tif file. I assume it only acts on those figures and parts that have transparency settings on them, but if not, it could probably be trimmed down to act on a selected part. I've been thinking you might be able to give a subtle feeling of motion on hair if you could decrease and increase the transparency of the ends.
