never heard that one, but ya can't cheat an honest man AFAIK. god knows how the scammers get money from their dupes. the latest one that's suckering alotta greedy folks is when they send an authentic-looking cheque, one's bank honours it (is unable to tell it's fake until they try a wire transfer), and then one rushes to do something without waiting for the cheque to bounce. there are several variations on this scam, mostly involving e-bay and fake lotteries.
The e-mail scammers could make more money if they ran a REAL lottery. Such activity used to be called a 'numbers racket', and those rackets were bigger scams & 'taxes on the poor' than these fake e-mails. But of course, nowadays it's all legal -- due to the fact that the government has taken over one of the Mafia's old money-making schemes. Where for every grinning winner, there are tens of millions of big-time losers. Many of whom should be spending the wasted lottery ticket money on food for their kids. Not on a useless pipe dream.
I recall one man talking about his helping to raze a condemned tenement building. Prior to knocking the building down, they went through all of the abandoned apartments inside. They found piles of 100's of thrown-away lottery tickets in those low-income apartments. Lottery tickets are most often bought in large amounts by people who can ill afford them.
shrug One scam is about as bad as another. But a legal scam run by the government -- now THAT should be illegal.

Got this today in my email. How sick can you get? (Love the 'US Deaf Government' BTW!)
"Hello honest people,
My name is Sophia Adams and I work for the U.S. Deaf Government in Washington. I wish to pass this piece of information to any good and honest person who have interest in the adoption of kids.
There are two kids. One Amanda, a 6-year-old girl and the other Max, a 5-year-old boy whose parents came from an unknown area and became residents of the United States. Three months ago both parents died in an autocrash which involved the family and the two kids miraculously survived.
Presently, both kids are partially deaf and are in hospital where Dr Benedict is attending to them.
Their parents were worth over 6 million U.S. Dollars in their account before they died. We are looking for any good and honest deaf man or woman who can accept both kids as his/her own and take good care of them. Such person will be left to administer the children's estate until they reach the age of 18 and will be entrusted with the family fund to look after the children. Occasionally the U.S. government will check how the children are faring.
If you are interested in adopting these children please contact the agency in charge of the adoption through the email: united_consultants247@yahoo.com clearly stating your names and contacts. Thanks for your time.
Thanks And God Bless
**Sophia Adams"
