I doubt it's snobbery -- I would guess that it's more for practical purposes that they ask for those specs. I'm not sure what competition this is for (are they doing another one of those logo competitions?), but if it's for something they'll be using for print and in many other forms, they need the final art to be large, in CMYK, and something they can work with easily.
What that last part means is ... they'll need the typography to be separate from the images -- that's why they want two or more layers. This way, it's easier to use the type and image either separately or together, depending on what they need.
Photoshop just happens to be handy when it comes to layers. Plus, it's an industry standard. It doesn't necessarily exclude other software by asking for a PSD file, though, because many other programs allow you to save multilayered files as PSD files, like Painter and PaintShopPro.

Hm, maybe not. I think they may want to have the images ready for posters at Siggraph or COmiCon or whatevcer show. These dimensions must have come as the result of someone doing a little calculation of so many inches by so many dpi's like 180 dpi for printing at Kinko's on a big tarp. If it's ready to do it'll be all the more ready to assemble in PS for the final poster
Industry standards - Photoshop, 300 dpi, CMYK, and text on a layer seperate from the image, this is the minimum ANY print house will need to work with your art.
It's not Renderosity, there is no real way around these requirements as any pro printer will use Photoshop, CMYK and pretty much nothing else.
Font must be seperate, since your entire image colors will need to be balanced out by the print house because of the RGB being incompatible with a print press (which is CMYK).
I have a lot of experience now with all this. It can be a pain.

I personally hated giving my font layer up to print houses. Almost every time, they changed its position slightly or something.

**Oh....jeez, hey everybody!
**Might be good to mention the Freeware 2D Image editor The Gimp can save its work in .PSD file format, no problem, I just tried it, works perfectly.

Minimum 2 .psd layers, 1 containing all the fonts (and any lettering) and at least 1 for the images.
We can't all be graphics Gurus so why treat us like we are?
Is this Rendo's subtle way of saying thickos need not enter or some kind of perverse snobbery?
OK so there's a bit of money at stake. So what? We have to read reams of rules and regs just to enter and that's before we even fire up Bryce.
