You probably need to turn off Inverse Kinematics (IK) for the arms.
On the top menu, find Figure: Use Inverse Kinematics, then uncheck
both arms. Generally it's best to leave IK off for all limbs most of the
time; it's only needed when you want to make the hands or legs
stay pinned to one spot.

Also, you probably want to use the Rotate tool instead of Translate (press the R key to switch).
You may need to save your work, close the scene and and reopen it. Or close down poser and reopen that. see thread http://www.renderosity.com/mod/forumpro/showthread.php?thread_id=2698788.

Hello,
I have a figure that I'm trying to pose, but whenever I try to move the hands (i.e. bend arm, wrist) the fingers do not move at all and they streach like the guy in the Fantastic 4.
What am I doing wrong?????
