You mean the other way around, right? Usually clothing reacts to the figure wearing it... unless it comes possessed by spirits and stuff.

After I run my cloth simulation and have my figure, cloth and pose just right, I want to adjust the postion of my figure in the scene using the X,Y and Ztran. However the dynamic cloth will not follow the figure. Is their anyway to lock the cloth to the figure so they can be moved as one? Thanks, Jim
I see now
Parent the clothing item to a part of the figure, for example, the hip BEFORE moving your figure somewhere else

OK, I have the pose I want and I want to move the figure along with the dynamic cloth to a new position using only the X Y and Ztran. Is it possible to lock the figure to the dynamic cloth so I can move them as one? Thanks, Jim
