i'm guessing everyone is just chit-chatting in the forums anyway nowadays, so most probally don't see a point to going to a specific chatting forum,
like someone may see someone in a thread, they may not of spoken to for a while, and just say hello to them while the thread continues, everyone sees the conversation, but if it seems too private or not accessable to others then they just ignore it and carry on with the topic, while the two friends may have a chat, somewhere along the line someone may add to a comment made during that chat and then it expands, while others remain strictly on topic.
just seems a bit friendlier to me, i like thread drift, ( i'm one of the main causers of thread drift probally, Haha ) and i think right now it is working out well, no one is being too serious, good advice is still being passed on which either works out or not, and frustations end up becoming light hearted after a bit of banter, and the thread starters either end up finding a solution or end up laughing off the problem that they had in the first place.
i have noticed that members that are being a bit too serious nowadays don't tend to get any response to the thread they started, as they either can't take a joke, or snap back at the person advising them, with a "i already tried that!!!!!!!!!" type stuff.
so i think right now that a chat forum would seem, to me at least, a bit segregated from everyone else, and by being in there, you ain't where the party's at.
good advice, encouragement, banter, and chit-chat is all over all the forums everyday.
private converstaions can still be sent through site mail.
I used to frequent chat "back in the days". Then the mods got "too involved". The regulars got the message and left. You may still find some of the rendo chat regulars at the artzone.

Chat just like forums, galleries, comments, etc has to be "moded" as the TOS guidelines apply to all areas of the site. The daily complaints that came in from chat members that were getting attacked, trolled etc were numerous. At this point we have no regular chat "mod" like we did, but we still monitor that area throughout the day/evening and we always will have to keep an eye on it for the reasons I stated above.
I haven't really been into "chat rooms" since I first got my computer and found the chat rooms at MSN. At first I would pop into one to ask a computer question because I had never had a computer before and I didn't know anything and didn't have anyone to ask and I was on dial up so it was a PITA to log off, call my friend and try and explain in my non computer lingo what problem I was having. I decided to try out a chat room to see if that was better for computer help, and it was.
I eventually just started to go back to the chat room just to socialize and soon I found myself with my very own chat room: a very popular one too I might add. Then I got bored and handed it over to someone else.
I tried the chat room here a few times once it was up and running again. But the novelty wore off. I went in a week or so ago and no one was in there. A couple times before that I went in and there were 2 people speaking in another language and neither said anything to me so I just left.
I figure if I ever get the urge to go into chat, I'll make a post in the Poser forum and drag everyone that is online in with me :)

:) Just kidding, but now that chat's lurking like a predatory beast under the "Features" dropdown rather than a top-level link, does anyone go there? I've whined about this before, but whenever I look at the "who's in chat", no one ever is. Is site chat no longer popular?
