There's always help on the Adobe forums, and investing in a couple of books couldn't hurt either.

From the tone of your question, I'm going to recommend a night course, if you're time and money budget is tight. "talk to people and ask them live" A class in photoshop where you can meet and talk to other people of varying skill levels is always better than a book, if the personal interaction is what you most want. http://www.3dgarage.com/ Short of that I've used the training DVD's from Dan Ablan for Lightwave. I thought they were a good jump start to seeing someone go through demos of different aspects of the software. Reading the manual in specific as-needed segments is still neccessary. He does a slew of other courses, Photoshop might be one of them.
yes thanks someone referred me to the about.com for beginning photoshop but i have version 9 and they only go up to 7...so is that the only place u know of which i can use to get classes for photoshop...and do u know of any good software for fashion design...im wanting to learn to photosource pics onto some templates but it needs to be adobe compatible...so im looking for some good sites for some clothing templates i can transfer into adobe...thanks for the link

I've always liked the Adobe Classroom In A Book series. You can start from the beginning or just pick the sections you are interested in. They also have a CD/DVD included with them so you have the files at your disposal.
There's also www.lynda.com that has online tutorials for most programs. There is a subscription of about $20 a month giving access to unlimited tutorials and you can cancel at any time. I've purchased Adobe software and they give you a freebie when you register. One of them was a one month subscription to Lynda.com.

are there any online sites other than the chat line in here where i can talk to other people and ask them live about questions about photoshop....also are there any online sites u can direct me to which has beggining tutorials for photoshop so i can learn how to photosource and creat also clothing ....and one other thing where can i find some good online courses schools online that offer programs in these progams u have here in renderosity ...
