She has a really awesome technique. Looks like she converts a photo to B&W, then dodge and burns tones, and/or smudge, then adds color, paints the hair ? Looks like a lot of time, effort and talent went into their creation, bet they are expensive! Sorry that's not much help but thanks for sharing the link ^ ^

Also you might want to try looking at Xero's web site, they have a lot of neat filters that might come close to what you're looking for. http://www.xero-graphics.co.uk/ Look under the Freeware listing and find Nostalgia and that's kind of giving you the same kind of color and then you'll need to incorp other items into the picture like fairy wings or backgrounds etc.
All of the above responses would work.
Looks like a black and white photo, maybe it was color and then desaturated with some level work maybe (???).
The wings and hat could be simple cutouts with a sepia tone added (orange+yellow) with soft light (???) and then some dodge and burn in areas.

Jessica is active on one of the photography forums I belong to. The forum owner tried to duplicate her technique, but couldn't (and he's a whiz at Photoshop). It's more than just applying a filter; she does a lot of detail work on these art pieces.
