I was wondeing if there are any Poser 7 tutorials for making skin mats and on how to use the clothing room?

Poser 6 Tutorials are a good substitute if you cannot find any for P7. There was little change in those processes.

As Natolii says they're pretty much the same (I can't think of any differences at all really).  What exactly do you want in terms of "making skin mats"?  Do you mean how to make a skin texture from photo references?  Or how to apply skin shading to an existing skin texture?

Well, I buy characters where they  have their own skin mats, you know how the jpeg skin mats look, I would like to know how to make my own.
