Subject: Oli painting in Photoshop like Painter

I have seen photographs turned into something like oil paintings, especially landscapes, using Painter but cant find any tutorials on doing it in Photoshop,I am using CS3.
I dont want to just merely use the filter gallery,I want to do it using brushes and layers.
Does anyone know of good tutorials to acheieve this.I have searched the net for hour upon hour but cant find anything.
I have seen good results in Painter but surely it can be done in CS3

Although I would much prefer using Painter for this type of thing, it can be done with Photoshop using the Art History Brush and the History Brush Tool.
