The question is a little ambiguous the way it is asked. Are you trying to determine the intensity of light and lighting arrangement to accompany a model with VSS applied? Or are you hinting at modifying the VSS shader nodes to simulate moonlight on the skin? Try to be more specific so we can determine the proper approach.
Heheh. And what simulated "camera" aperture and shutter speed and ISO are you going for?
The fact is that a photo of a sunlit scene using ISO 200 f/16 1/200s is the same brightness as a moonlit scene using ISO 1600 f/2.8 1/25s. If you were doing a night shot with a camera set that way, everything would be just as bright as broad daylight, so you'd set your light intensity exactly the same as for full sun. However, it would be a bit more blue, unless you have the white balance set exactly the same.
Having said all that, try a single infinite light, no IBL. Set the light any brightness you like, but probably you want around 50%, and make it a little bit blue.

The RGB values are .8, .8, 1.
Make sure the light is high in the sky otherwise it won't seem like moonlight.

what is the best light setup using Billbaggins VSS to creat a moonlight setting? Anyone tried this yet with success?
