Because its only covering the chest, and maybe part of the abdomen try simply parenting it to the figure's chest, and select the "bends" option. (I'm assuming that is Posette not Vickie). If that fails to do it then you will have to split your model into groups, make it into a figure and do the full conforming thing!
heyas; conforming isn't really that hard (not for humans). i have a lot of respect for nerd, but his way is really much more difficult than it needs to be. if i were you, i'd do this quick test: open the prop obj and assign everything to the group 'chest.' (i'd use uvmapper.) save it as yourthing-c.obj for the conformer test. now open a cr2 for a clothing item that goes on your figure -- a shirt should do. plug yourthing-c.obj into the cr2 and save a new figure. load it up and see if it conforms the way you want. splitting something this small isn't that important.... i'm really surprised that 'inherit bends of parent' didnt work for it.
OK lets try another approach. If an existing Shirt.CR2 will correctly conform an existing Shirt.OBJ to a figure then by using a text editor like Wordpad and editing out Shirt.OBJ, replacing it with Bustier.OBJ, you will trick it into conforming your item providing that the body part names are the same.
There's a slightly more detailed description of "plugging in" to an existing CR2 on the Amapi forum on http://www.renderosity.com/messages.ez?ForumID=12399&Form.ShowMessage=347959 The method is not specific to Amapi-made models, just happened to be there as part of some suggestions on Amapi modeling.
