how thick do you want the snow? heavy snowfall blanketing the ground with bits and pieces of rock exposed? or a light dusting with patches of warmer areas exposed?
i usually do everything by hand with some masked areas on different layers to expose the underlaying surface (rock and ground), this way i can move the masks around till i lie what i see. when you use the eraser to expose the ground you're stuck with it (because you actually remived the pixels). it's best to experiment in non-destructive ways.
can you post a part of the image? maybe i can take a shot at it and post an explanation.

Anyone know the best method to add snow to foreground rocks and ground, I have photoshop cs4
