I'm surprised there isn't one already. Thought there was one. Here's a quickie. Rigged as a figure so you can control all axes of
rotation easier. Adjust the z-Scale on the Shaft to change its length
without changing the shape of the rubber ends. (Apparently batons
come in a variety of different lengths for different size girls.)

I tried your baton figure file in Poser 8 and I could not see it - not even its shadow. Thinking it was maybe really high up I looked all around with the camera but couldn't see it.
I had no trouble loading the OBJ file, though.
It looks a little fat to me - I gave a shot at modeling one myself. Here are yours and mine next to each other. (With my materials since I had to load your OBJ only.) I made mine 7/16 inch diameter - based on some I found in an online store.
Renderosity forum reply notifications are wonky. If I read a follow-up in a thread, but I don't myself reply, then notifications no longer happen AT ALL on that thread. So if I seem to be ignoring a question, that's why. (Updated September 23, 2019)
I uploaded mine to my site.

I realize this would be a somewhat simple prop to make, but does anyone know of a model for a Poser baton--the silver kind that is twirled in competitions and by drum majorettes (see image)?
