I saw the program years ago but never got a chance to download it wondering if anyone knew and could set me up a link.? It is the wispy looking effect sorry best I could find as an example. I will look for more if it is hard to see.

do you mean the blue-ish background or the lightning on that wand which the gal is holding?

The lightning you could do with Dogwaffle's lightning effect.

The BG possibly with some combination of filters, Do you have a close-up?

It looks a bit like the FraxFlame filter that was part of Kai's Power Tools 5.

Oh, did you mean Apophysis? Although I think that FraxFlame filter would offer a similar effect. Chaos would have also given the same effect except it would be hard to extract it from the background as I recall.

Apophysis will do it.  I often generate Apop flams and convert them to lattice or terrains.  Apophysis immediately came to mind when I saw your image.
