I don't usually wait. most of the time i need the program for a project or paying job and usually find the cost of the upgrade so soon after purchase to be minimal...
i think if you need the program and you can get paying jobs from it, it'll pay for itself pretty quickly...
the only time i hold off on purchases is when the upgrade doesn't have any new features i need.

I won’t open my small business, and begin to do all what I can with this program. I don’t know at now, how many clients I get. Anybody don’t know me, and when I open this SB, I will lost some time for advertising myself, before some clients start to come me. And this can take some good month.
At this time, will CS5, with new feathers for correction old photography, and etc… I don’t know if I will have, enough clients for update it. Now I have for what bay it, and don’t won’t to bay something, what at some month, will be at past, and I can bay something better. You understand me, about what I told?
In other side, you rights, at this time I can start to work, and don’t loss this time. But I won’t get the 64bit version, and CS4 don’t work well at 64bit, with OpenGL. So, bay something what don’t work well, and very soon come new version…. Not will stupid?
I cant say I agree with you that CS4 does not work well in 64 bit! And in any case you can run it in 32bit from the same install disks.. Many filters do not work in 64 bit but this is improving and hardly the fault of Adobe.. But if you plan to use it to restore old photographs etc wait ubtil CS5 as the new healing tools are amazing , and in terms of workflow this will save you hours in post production work that if you are being paid has to be worth it..

It's hard to understand your writing, but I get the main points of it. I have to say that I strongly disagree with you as I have been using Adobe Photoshop CS4 Extended 64 bit for some time with Windows 7 Ultimate 64 bit and had no issues at all. In fact it has been very stable and I have seen no real issues.
Keep in mind you get BOTH 32 bit and 64 bit versions of Photoshop CS4 so that's not an issue either in case it does not work for you on your system.

Hello.
I’m wanted to buy the Photoshop, standard version (not Extended, and not elements or light room).
I know the new release come soon, between May and June. And to do update for at more some month, from cs4, to cs5 this not very clever idea.
So, the base question is what to do? Maybe the cs4 can be enough? But they don’t work well at Windows XP 64bit. With OpenGL, In edition CS5 will have many new great feathers , and will work better with 64bits and GPUs at OpenGL..
But, the date of release can be letter then they hope to release, and I will lose the time…..
What to do???
Thanks, AlexSM
