Hmm. Toon rendering isn't so much about lighting as it is about the shaders (materials).
Toon styles vary, but generally involve an intentional over-simplification of how materials react to light. Instead of smooth variations with angle of incidence, you want basically only 2 or 3 solid colors to represent highlights, strong light, and shadow. Depending on the exact style, the transition between these colors may be gradual or abrupt. The Toon node does this. But there are many different styles within that category of style, and the Toon node can't do them all.
Tooning is just one of many non-photorealistic styles or illustrative styles. An is example is air-brushing, like Vargas illustrations. I've posted materials for that in the past. There is also news-print or old comic book style, with stippling instead of colors with shades and varying luminance. I've posted things like that as well.
Perhaps you could link to or show an example of the style you desire, and then we could talk about how to make that style.

This example is a bit blurry, but kind of gives the idea. A lot of personal preference involved.

there are svl styles and methods avail. in poser.
snowsultan's z-toon was devel. fr P4 and gives amusing results for action poses, esp.
models w/ clothes and body part projections in poser z-axis, but works well for
full frontal static poses, hence not suitable for animation IMVHO.

You are so right about that. I never really thought about it, but that is totally true.
I wonder why? Maybe it's mostly kids wanting to make toons and then they get in over their head and find it isn't so easy, and so they wander off because there is so much else new when one is a kid? i don't know.
