Best way I know is to use Edit-> Memorize ->All on the keyframe you want to copy, then in the frame you want to paste it to, use Edit->Restore->All - it will restore to where it was memorized. Note that if you hit Restore All (Ctrl-A) BEFORE you've memorized something, you'll reset the scene to zero, lights and morphs and all.

From Poser 7 manual P127 Keyframes Tab - copyting keyframes
To copy a keyframe, click the desired keyframe then press and hold [OPT]/[ALT] while
dragging the keyframe to its new location. You can move multiple keyframes by selecting
them and [OPT]/[ALT]+dragging your selection to its new location. When you reach your
destination, select Edit>Paste or press [COMMAND]/[CTRL]+[V].

I am experimenting with Poser features trying to get more familiar with it. I am currently on animation. I am trying to copy keyframes to make a sequence, but it doesn't work. I drag to select the keyframes to copy, hit CTRL-C, select where I want them to start and hit CTRL-V. But all that happens is that Poser adds a beginning and ending keyframe to any parameter not already keyframed, sets the to spline curve, and does not paste what I wanted. In fact it does absolutely nothing with what I copied.
So far I have tried the copy/paste keyboard shortcuts, the edit menu, and even tried every combination of SHIFT/CTRL-click and drag that I can think of, but I get either the same results or Poser just moves the keyframes. :(
