Try Audacity. Use a search engine to find it. It's free and has many many functions. So far I have only used it to create small child voices (even little girls) and it's worked pretty great. Just change the pitch (without changing the tempo).
Sometimes when pitching up the voice gets a robotic tone. That's the only negative, as of now.
The version I have is in Swedish so I can't give you much of a tutorial.

About once a year they come around and you can get a free copy. They also use AT&T voices.

Yes, yes you can. They are a great group of people there... at least the ones I've worked with. About as professional as you can get without actually paying someone.

Don't forget it's not just pitch (which actually is only a little higher on average, about 1/2 octave)
The TIMBRE of the voice is quite different, much less deeply resonant, mostly in the subharmonics...
