Does anyone know the top this V4 character is wearing?
I couldnt find it anywhere!

 I don't know the top (may even be postworked) but I reckon the bottom is V4 cowgirl (probably the billyT one) with one of the bought texture sets from here I think.

The top is from a set called Delirium by Sarsa and Lady Littlefox over at Daz.
