Where can I get P4 Transparent Maps for free!

What sort of transparency maps are you looking for?

Many times they are included in a character or texture set, if you download enough of them you'll get a transmap. For example I know that snowsultan includes one with his vickybuster texture (posette tevture set) offhand I don't know which dork set includes one.
