Oh wow! That would be a tough assignment. I've been there, and trying to recreate it with a heightmap alone might not give you the results you want. Most of the sheer faces are made of basalt columns and there are lots of undercuts and overhangs. Perhaps a combination of heightmap for the broader base and a modeler to extrude the columns, or it might be done with a carefully made displacement map. Just bouncing around some ideas.;-)
Actually I think there is a terrain preset of that mountain. Check your Bryce terrains folder if it isn't in your terrains catalogue.
edit: There is a terrain called 'Close Encounters' by Jonathan Cummings in the B5.5 catalogue. Looks like what you're after.

There's a US Geological Survey Digital Elevation Model (DEM) of Devil's Tower which you can use for a G2H model in Bryce. It used to come free with Vista Pro, an early fractal landscape generator; I seem to remember (this was 1997!) that the Devil's Tower DEM was one of a set at a much higher resolution than the larger scale data sets. If I remember correctly, it's public domain data anyway which you can download from the Web and use; they do Mars as well!
