It doesn't seem to do the background images offline, but the drawing stuff works fine.

In the top menu, under Images, is an upload button. you upload your image, click it into the workspace & place it like you want, then i think you hit Scribble to draw on top of it.

Aha! I see, now.
The background image function does seem to work offline, for me. Possibly that depends on what you're using to run the .swf? I'm using SWF Opener.

The only trouble I'm having is that I have to completely close and re-load everything in order to get rid of a background image.

ok, with SWF Opener it works fine, must be my firefox settings. i can get a background picture in now but can't get it to clear either. but hey, i can work with that....
