Have sometimes a similar problem with hair props, it happens (for reasons I cannot explain) with some poses you load from some pose sets. If you turn the head with dials I suspect the hair moves correctly.

Head was urned after a complete reload, no rendering, no anything... just loaded the save file and moved teh neck to see if it was still doing after a Poser reload (even a reboot.)

I finally got all three props to hold by adding prop 2 and 3 to the skull cap instead of the figure.

I forgot to tell you that I changed the hair1, hair2, etc parent to universe and then changed all of the hair1, hair2, etc back to the skull cap. After I did this, it started working. I do not know why. I was just getting frustrated and decided to try anything I could think of. This may not work because it doesn't always work for me either.  I'm using Poser Pro 2010.
