The root actor of the figure is usually named 'BODY'. (For want of a better phrase) I will call the mediate child of the root actor the "sub-root". In most human figures the sub-root is the hip actor, but not in all figures. For example, in 'Antonia Polygon 1.2' the sub-root is the waist.
Above I tried to be technically exact, but to speak more loosely: If you did not change the parent of the hands or feet, it will be the BODY actor.
The consequences of the above mean that, if IK is on for say the left foot, if you move the BODY the foot will stay in the same position relative to the rest of the figure. Nothing will change except the location of the figure as a whole.
If you move the sub-root (eg hip), the foot will stay stay in the same position relative to the BODY actor, and, because the BODY is not moving, the foot will stay in the same place relative to the Poser UNIVERSE, whilst other parts of the figure move. This state will persist until the leg has been stretched as far as it can without the foot moving, then rather than the foot ripping off the figure it will stay attached to the leg and follow the rest of the figure.
With IK on, if a foot (for example) moves when you move the hip, there can only be one possible cause, the parent of the foot has been changed to something other than the root actor (BODY). The solution is to set the parent of the foot to be the root actor (BODY).
If on the other hand you wanted the foot to stay in the same position relative to the hip, you would set it's parent to be the hip. If you wanted the foot to stay in the same position relative to the UNIVERSE, even when the BODY actor moves, you would set its parent to be UNIVERSE.
You can also set the parent of an IK goal actor (hand or foot) to be a prop, or some part of a different figure. The only actors in a figure that you can change the parent for, are the BODY, and any IK goal actors, but only if their IK chain is enabled. When IK is turned off, the parent of the goal actor will revert to its default.

Locking an actor will not help.

That is not correct. Only 'Lock Figure' from the Figure menu will lock the entire figure.

Have been away for a year and so this may have been discussed many times however I haven't seen the answer in my search so he goes: I've tried Inverse Kinetics to keep a single foot or hand located in a scene while moving the waste, hips etc. The part I want to keep still moves around when I adjust a major part like hip or abdomen.
What are the steps to keep still?
