Perhaps I don't understand this either. But:
After pressing 'OK'; and then clicking on 'Apply' again (to re-open the 'Apply Walk'); the the 'End Frame' value is automatically recalculated, based on the existing value for 'Cycle repetitions'.
I agree, the interface is confusing. But, I think the designer expects the User to either:
a) Set how many repetitions they want,
OR
b) Select the End Frame.
As far as I understand, the uncontrollable jerkiness only occurs if the User sets the 'End frame' to be higher that its original calculated value.
If the 'End frame' value is set lower than the original value; then the animation stops at that place. Sensibly, I think.
I recommend reporting the missing helpfile text to SM.

It's always good to have options, but when mildly dumb options are forced on you it isn't good. Correct me if I'm wrong that there isn't some not very well thought out stuff going on with the Walk Designer Cycle Repetitions option, forced on you when you choose Walk In Place.
Cases in Point: First Mildly Dumb Point awarded: There's no mention of the cycle repetitions option in the reference manual. A setting that isn't even mentioned...hmmm.
2nd mildly Dumb Point: There's relatively little utility to having herky jerky walk cycles, though it could be useful to portray limps and assorted gimps, I'll grant. Choosing the wrong number of repetitions (-wrong for a smooth cycle-) will create a herky jerky cycle. So, the number of repetitions arguably should (in a good software design) refresh automatically with user input of other data to the number that will create an optimal smooth walk or run. The program does not do that for me. Instead I'm forced to calculate the repetitions. If I'm going to be forced to do this, there should be a mention of it in the manual. The main point is that the user should have to over-ride an automatically generated optimal-smooth settingto get an different setting.
I haven't tested implications of using a frame rate other than 30 fps for this issue. To calculate the number of repetitions notice that the default window has 120 frames and 4 repetition cycles meaning one cycle per second of video. After getting over the frustration that changing the other settings will not update the repetition cycle number, just calculate at that rate how many repetitions you will need, and don't forget to take off a repetition to account for two 15 frame transitions. If you were to use two 30 frame transitions you would take off 2 repetitions. If you were to use only one transition you had better make it a multiple of 30 (frames), or you might end up herky jerky because the repetiton cycles can't use fractions...can it? Gee, better check the manual...oops!
Poser Pro 2012 sp 2.0 (don't see any reason yet to install 2.1...maybe the manual has been updated? Maybe the walk designer features?)
Apologies if I've gotten anything wrong here, since I'm throwing around words like "dumb" I'll be the first to admit it might be me that's being dumb...happens all the time. Easily frustrated dimwit, quick to assume it's NOT my fault and slow to realize it is.
