I've not seen anything that can compete with postwork for this type of stuff...using Ron's brushes or similar.
Single drops, and stuff like that I have seen good examples using magnets, but the sheer quantity of drops and chaos shown...I would suppose is very difficult to produce.
If anyone has come close at a poser-ish price point, I would take a look/question from the guys over at the Carrara forums at Daz. Those guys have done some great things with that package. @3dage would know...

xpdev, modo is a 3D modelling application and is a bit pricey.

Renderosity forum reply notifications are wonky. If I read a follow-up in a thread, but I don't myself reply, then notifications no longer happen AT ALL on that thread. So if I seem to be ignoring a question, that's why. (Updated September 23, 2019)

I bought that package, but didn't get round to using it yet - it would be a bonus if you did some shaders for it, I would be first in line to buy it! :)

ETA: I don't know how much the geometry of the splashes would limit you, but I'd think you do other fluids too. Blood, mud, motor oil....
