There are no original settings, really, what is the problem?

You can find the "Restore Options to default" and "Restore disabled Messages" buttons under Options -> General preferences.

Regarding the problem

If I click the PROCEDURAL TERRIAN Icon, the Procedural terrain appears in front of the camera as it should.

Problem is when I hit the STANDARD TERRIAN ICON in a new scene the whole screen becomes red because the point of view is inside the terrian. It's as if the mountain was dropped right on top of the camera.

I had hoped by doing a reset that it would correct that. But problem still remains

Plopping the terrain over the camera is normal unless you save a default scene with your camera pulled back already.  Maybe.

You just need to activate the little lock icon in the Object properties panel fo the camera. Yhis way, camera will always be placed above terrains, objects, etc...
