"What 3D Program Should I buy?" Not one person here can really tell you what's best for you, as everyone has their own taste in workflow. Try the demo or learning edition of the program you're interested in, this is the only way to find out which programs you like.
If you could show us what you have attempted we may be able to help. The image above illustrates how a mask may be made using box modeling and subdivision, pretty much the simplest form of 3D modeling available. Yes it will take a few minutes to learn but like riding a bicycle once learned will enable you to ride anywhere you choose.

Hello 3D Modellers!
I'm a film student doing a short film about masks.
There are many masks and we see them every day. In theatre, like phantom masks, in superhero movies, like spiderman, batman, in hospitals and so on.
My modelling skills are terrible to non-existant and I did not find many free 3D objects to download and it's a no-budget project, but maybe YOU can help.
Make a mask, (or more :)) of any kind! The more, the merrier! It doesn't need to be perfect, even a simple, basic mask is a big help!
This film will be on a 360° Projection which you can only see in planateriums and it will show a scene with hundreds of masks in 3D space.
I can't offer any money, but of course your name in the credits if you want to!
I use the latest Cinema 4D Version, but I guess obj. work too!
