Subject: i've forgotten how to do motion blur

I have a scene of a car driving along a road. I want to move the background and make it blurred. I seem to remember I have to creat two frames and move the thing I want to blur a little along, but I can't remember exactly how I do that and what render settings I choose.

I've just been enabling motion blurring in the render settings.  I use custom user settings for my renders.

I tried creating a time line, and then I tried to move the background things ie I have a car on a road.  the road has ecosystem. I tried to move the road in a keyframe, but moving the road actually moved my camera too.

Maybe your camera is tracking the road?  Linked to it?  Pointing at it?  Height-matched to it?
