I've tried every possible thing I can think of to get this file to load. All I get is "cannot locate obj. I followed the direction in the readme.txt file listed below: How to use it ? This does not work. What am I doing wrong? Please help.

Have you tried downloading and reinstalling the .obj files? It's possible that they corrupted during the download. (Nuking the .rsr files is another possibility.)
