The special effects were a bit experimental.
The actual special effects were included as separate files in the zip file, and need to be copied to your computer's file system. EZSkin then needs to be told where they are, at which point they will become available in the EZSkin UI.
The included effects are, to be frank, not much good. The 'Sweaty' effect has been used successully but I fear the 'Wet' effect is rather, er ... rubbish :-) Some people have used it though, and been happy with the result. Others have cringed!
They were made as a proof of concept: to explore a way in which EZSkin's funtionality could be expanded by 'plugin' files.
The successor to EZSkin, EZSkin+, has a much better plugin architecture...

There's an option to use Special Effects in EZ Skin... but, as far as I can see, there's none directly included in the script (I may well be wrong L It took me a bit to figure out how to use the thing...)
Are there any included special effects? Where? How? And if not.. what exactly IS a Special Effect when it comes to EZSkin? (I'm looking for something that will make wet skin.. is that included somehow?)
