most likely it would be because we cannot understand what it is that you are trying to do

i am probably the last user of 2.49 on here and i cannot understand what you want to accomplish

@unbroken fighter lol wondered if you'd pop in ;-) had thought this was about something from 2.49 that got lost on the path

But just about blender window on how to show tool pannel independently so that to do 

work easy.

the newer blenders do not use the old ways anymore but you can get a basic tool menu by pressing T on your keyboard
