Correct.
The best way is to do a fresh PP2014 install but do NOT open Poser.
Download and install the latest Service Release (SR5.1) directly over your fresh PP2014 install.
Now open Poser and register by entering your serial number.

PP2014 and PP2014Game Dev are actually the same files.
But the Gave Dev functions only become available when buying a Game Dev licence and serial number.
You can safely install SR5.1 and register/use a PP2014 serial number.
That gets you full PP2014 without the Game Dev specific options.

Where can I get SR5.1 without the Game Dev???
As vilters has already stated there is no separate SR5.1 for the Game Dev version. The SR5.1 for PP2014 has all the Game Dev features included but they do not become active until you use your Game Dev serial number. Without that serial number all you will see, and be able to use, is the PP2014 features.
I use Poser 13 on Windows 11 - For Scene set up I use a Geekcom A5 - Ryzen 9 5900HX, with 64 gig ram and 3 TB storage, mini PC with final rendering done on normal sized desktop using an AMD Ryzen Threadipper 1950X CPU, Corsair Hydro H100i CPU cooler, 3XS EVGA GTX 1080i SC with 11g Ram, 4 X 16gig Corsair DDR4 Ram and a Corsair RM 100 PSU . The desktop is in a remote location with rendering done via Queue Manager which gives me a clearer desktop and quieter computer room.
There are only 2 versions of SR5.1
SR5.1 for Poser10
SR5.1 for PP2014 and PP2014 Game Dev => They both use the same SR5.1, the same file, but the Game Dev functions only become available when registering with a Game Dev serial number.

Hmmm. Are you pasting it in or typing it? If pasting look for trailing spaces. If typing it, IIRC there are no 'i's nor 'o's, but they are ones and zeros. Also, you may need to be connected to the Internet when entering it.
Since I first bought Poser 7, I've always bought the upgrade, but have never needed the previous serial.
File a support ticket if you entered it correctly...

I have a Windows 7 PC.
I installed Poser Pro 2014. When I try to start the program the Poser Pro window comes up, it starts to load, then another window opens an says, "Poser Pro executable file has stopped working" and I have to close the program. Can anyone please help?
I tried uninstalling and re-installing, but the same thing happens. I haven't entered my serial yet.
