Hello,
I did a search and found these for you.
Below are some links to free stuff here at Renderosity. Some are templates for characters and others are the talk bubbles:

A good art program that is suppose to be similar to Photoshop is Gimp:
Good luck and have fun! :)
Comic Life is probably the best program I have seen out there. It formats EVERYTHING like a comic for you. All you have to do it drag and drop your images. The speech bubbles and all the fonts you need are already built in.
And it's not that expensive.
I believe the last time I downloaded the trial version it was Comic Life 2. I haven't looked in awhile.
If I had a nickle for ever time a woman told me to get lost, I could buy Manhattan.
Ah yes, Comic Life. Love that nifty little program. They're past version 2 already. Got an email from them a while back about a newer version. I would definitely recommend it. :)
Have a creative day!

Just my opinion...
Manga Studio is great for creating art within it.
Comic Life is mainly a formatter for pre-rendered art or photos and is therefore a much simpler program.
Sure, you can format in Manga Studio, too. But if your art pre-exists, Studio may be overkill in terms of expense and learning curve time.
Inkscape is vector graphics software that you may find useful. While not made specifically for comic books it could easily be used for that purpose. It's free too.

OMG! Can't believe I forgot about Manga Studio! Yes, it does integrate better for 3d artists. Comic Life is mostly for traditional hand drawn artists with jpegs. Manga Studio is more fit for use with Poser or which ever program you use.
Have a creative day!

Comic Life is on version 3 now, still inexpensive, and still the best and easiest tool out there I have found for this.
A couple of years ago I bought myself Manga Studio Ex 4.0 from a really cheap special offer. It is a nice and quite powerful program but the support for german Umlauts is close to zero. They can be inserted one by one through some cumbersome sub-submenu or so, but it is not really feasible so I stopped using it after a time :-(

A few times a year I load up poser again.. so now I was thinking of doing a online comic. What does everyone use for formatting pictures into comic panels?? Also how to make thought and speech bubbles. I need something free and was thinking of just using windows paint but is there better, easier software out there that will do the job faster? What it to look nice.. semi professional..
