The only thing similar is the inset command, followed by a couple other operations. In order to create a similar effect to Wings Intrude command, you'd have to perform an inset by individual polygons, or by region, then remove (delete) the inset faces, and apply a solidify modifier to the object to make a solid, manifold surface. Wings is a "solid", or manifold, modeling application, so the Intrude command obeys the laws of manifold modeling by essentially doing several types of operations one tool. Blender, while having more overall versatility, does not always try to maintain manifold surfaces in its modeling operations, and would require a combination of operations to perform that same action behavior.

I should point out also, that the extrude command, performed right after an inset, can be similar in behavior to the intrude command in Wings3d, if you extrude in a negative direction, instead of outward. It all depends on the kind of "intrusion" you're looking to simulate.
Also, there is a modifier in Blender called Wireframe, which can perform an action similar to an overall intrude command in Wings3d. The Wireframe modifier, which is performed at the object level, will create solid geometry from the edges of an existing mesh surface, which can then be thickened, like the solidify modifier. This, in essence, is the same action as performing an Intrude command in Wings3d, on all polygons of an object at once.

The Wireframe modifier is one of the coolest tools in Blender! I almost forgot about that thing, lux. I guess that does do kind of what the intrusion tool in Wings does to a model, if you applied it to all the faces at once. I wouldn't have thought of that.
