Any suggestions for a good PC app that makes Foliage ? preferably one that maps and I'm probably wishing for to much here but makes textures that I can sell with the foliage.

You want an app that makes the foliage for you, UV maps it for you, and also provides redistributable textures so you don't have to make those either so you can sell these creations? Not aware of anything like that. That Vue plant factory makes cool plants, tons of customization. Carrara's plant editor is fun. Free ivy generator can make some cool ivy that's redistributable, don't know about the included texture files though... would have to look. Might be. Thats just Ivy though... I've seen freebies made with it. I spoke with Mark Bremmer about Carrara plants and redistribution and he was uncertain. Probably best to use your own textures or free redistributable maps. Plants are easy as F to UV. It's mostly planes and cylinders and you can do repeating or stacked UVs out the wazoo. There's other plant software, just going by what I know about.

Blender has a Tree plugin.

The foliage would be scrubs n vines etc etc here n there that would go around a sci-fi city.

Thought it might be a nice extra touch , maybe. not real sure about the foliage thou.

With CGI Time is always a major factor.

I've used the blender pluging gmm2 mentioned. Works, but you may need to tweak the texturing of the leaves to make it look more realistic.
