I have two items in my cart that cost more than $3.50, but when I add these items they appear in my cart at full price:

Am I doing something wrong? Is there something about the products I've chosen that are not "qualifying," or something else?

The 13 days of Halloween promo is a day by day promo. The death alley was free a few days ago. Not sure about the zombie moves. Today's item is the horror masks by coflek-gnorg (sorry if my spelling is off). I don't see anything on the daily deals page about a catch up sale.

Then why does the icon still have the "Free Today... " text on it?

@mmitchell_houston - I do not see a "Free Today" text on either one of them. If you have them bookmarked, that could be why you are seeing the old icon.
