Why did they do it ?

The 3Dcheapskate* occasionally posts sensible stuff. Usually by accident.
And it usually uses Poser 11, with units set to inches. Except when it's using Poser 6 or PP2014, or when its units are set to PNU.

*also available in ShareCG, DAZ, and HiveWire3D flavours (the DeviantArt and CGBytes flavour have been discontinued).

Between Poser 11.1 and 11.2 they are the same as the one on the bottom. So between versions of Poser they normally change the interface look a little to make you aware of the difference between versions. Much like the Program Icon listing the program.

Yes, the change was at some point between Poser 10 and 11.1 - the top part was from a screenshot of my PP2014, and the bottom part from a screenshot of my newly installed Poser 11.2 (although it's the same on the older 11.1 which I'd just uninstalled)

As far as I recall Poser 6, 8, 9 (which I no longer have installed, having finally uninstalled Poser 6 and 9 last week) and PP2014 all used exactly the same icons as per the top image.

Since I no longer have the earlier ones installed I googled images for 'Poser 6' to double check and found this, which looks familiar (library looks the same as Poser 6, but the "Curious Labs" indicates pre-Poser 6 ? My Poser 6 was eFrontier):

I'm hoping (somewhat vainly) that they'll go back to the old icons... 😀

That change came with the new P11 release. Personally i preferred the old the old icons my self.

I never even noticed that! Probably because I use Chrome and P3dO Explorer instead of the P11 library.

With my vision, I prefer the P11 icons, much easier to see. But it's a matter of preference.

I think the icons were redone to go with addition of UI scaling for high-res displays? Personally I prefer the new ones and would like to see a similar redesign of other UI elements too ...

I also prefer the previous icons. Which is probably typical for those of us who find change a bit difficult. Especially, when the change doesn't seem like a necessary change. Oddly though, I liked the previous change in icons from the shadowed icons to the flat icons.

The new props icon just totally annoys me. I suppose it makes sense in that hats are frequently props rather than figures. But ... I still find myself questioning what that icon is for.
