There seem three flavours of post-v6.1 FBX rigging: 'IT WORKS !!', 'Breaks to multi-rig', often crippled as you describe, and 'SPLAT' aka 'ST:TOS Transporter Accident'...
A lot of the issues seem to stem from Blender's ever-evolving FBX plug-ins. If you look at rig 'shapes' in eg free 'Open 3D Model Viewer', the three flavours soon become apparent. Worse, an artist may craft two similar models a few months apart but, due to differing plug-in versions, one may have 'Full IK' and be a sweetie, while the other won't play nice...
And then, I'm told, there's the 'MakeHuman' FBX rig, which is a law unto itself...
I'm still at 'BoxMan' rigging level, so I wish your project well.
Thanks for that advice. I posted this question in the Poser group at Facebook and one suggestion was to look for an Autodesk fbx conversion program and use that to change the version and rigging of the fbx file. I may give that a try next.

Sadly, the 'Classic' Autodesk Toolbox, with Explorer, Converter and Viewer cannot grok some 'recent' FBX files. Either 'Invalid File' or 'Insufficient Parameters'. {Sulk.}
May be an artifact of the exporting program, may simply be 'Not Forward Compatible'... {Double Sulk}
The more-recent 'FBX Review' can usually read such files, but lacks save/export tools. As a 'wild card' you could try M$ Paint 3D, as its save rig may differ from that loaded. AC Gessler's nimble Open 3D Model viewer has the tools, but seems to have part-migrated to GitHub, got stuck...

Does anyone have the skills or interest in rigging human figure models from fbx format to Poser?
The models already have rigging, but when I tested some in Poser, the body parts warped and the "child" body parts didn't move. For example, when I rotated the shoulder, it warped, but the hand didn't move at all. So far, the models also have facial morphs, so those may not need to be adjusted.
All you would need to do is import the fbx model, convert it to Poser joint rigging or weight mapping, save the geometry to an obj file, and save the figure as a cr2 file.
This would be a paid job: we can talk about either an one-time payment or an ongoing cut of the sales.
